In November 2025, a Vietnamese delegation examined French healthcare governance, data-driven hospital management, and the integration of advanced technologies into clinical and operational practices in Paris.
On November 24, 2025, an international delegation of senior healthcare professionals took part in a one-day study mission in Paris focused on hospital management, digital transformation, and applications of robotics in healthcare. The study mission was organized by Dialog Health in partnership with HITACO, within a framework of professional exchange and applied learning.

The delegation was composed of medical doctors, senior nurses, hospital executives, and quality and planning managers from Military Hospital 175 in Vietnam. Participants represented key strategic and operational functions, including surgery, intensive care, pharmacy, biochemistry, hospital quality management, and international cooperation.

This multidisciplinary composition enabled cross-functional discussions on governance, clinical pathways, data management, and hospital performance. The delegation’s objective was to analyze how large French healthcare institutions structure decision-making, integrate digital tools, and deploy advanced information systems to support care delivery and organizational efficiency.

The study mission aimed to:
  • Understand the governance and performance framework of the French healthcare system
  • Explore concrete applications of digital health, data management, and hospital information systems
  • Analyze how technology supports coordination between clinical, pharmaceutical, and administrative departments
  • Identify transferable practices relevant to large hospital environments

The mission began with a visit to ANAP, the French national agency dedicated to improving the performance of healthcare and medico-social organizations.
During the session, the delegation explored:
  • The governance structure of the French healthcare system
  • National strategies for hospital performance, efficiency, and quality improvement
  • Tools and methodologies developed by ANAP to support hospitals in organizational transformation
This visit provided a macro-level understanding of how public policy, performance indicators, and operational tools are aligned at the national level to guide healthcare institutions.

The second visit took place at the Intercommunal Hospital Center of Créteil, a large public hospital serving the Paris metropolitan area. The visit offered an in-depth, operational perspective on hospital organization and digital infrastructure.
Key areas explored included:
  • Institutional governance and clinical organization, presented by the hospital’s medical and research leadership
  • Hospital Pharmacy (PUI), focusing on medication management, safety, and logistics
  • Information Systems Department, with discussions on the patient information system and digital workflows
  • Clinical Research Center, highlighting the hospital’s health data warehouse, data hosting, and research infrastructure
This visit illustrated how digital systems, data governance, and interdisciplinary coordination are embedded into daily hospital operations.

Throughout the study mission, discussions and observations were structured around several key themes:
  • Hospital governance and strategic steering
  • Digital transformation and health information systems
  • Data management, research, and decision-support tools
  • Coordination between clinical, pharmaceutical, and administrative functions
  • Performance, quality, and patient pathway optimization
By combining a national policy perspective at ANAP with an in-depth hospital-level exploration at Créteil, the study mission offered a coherent and complementary view of the French healthcare system.

Delegates were able to connect strategic frameworks with concrete operational practices and assess how digital tools and organizational models can support large, complex hospital environments.

This approach aligns with Dialog Health’s methodology: grounding international learning in real-world practice, direct dialogue with professionals, and structured reflection on transferability.
